Reform of facilities for energy-intensive enterprises

The Council of Ministers approved the Energy Decree Law, which, pending its publication in the Official Gazette, provides for a reform of subsidies for energy-intensive companies with the aim of bringing the subsidy system in line with the new European directives introduced through the European Commission's Notice 2022/C 80/01 of Feb. 18, 2022.

In view of the urgency due to the deadline for submitting declarations to CSEA for access to 2024 facilities, ARERA Resolution 434/2023/R/eel was issued, which provides the following provisions:

- Mandates the CSEA to urgently suspend the ordinary opening of the portal for high electricity consuming enterprises, scheduled for Sept. 30, 2023, for the collection of 2024 facility declarations;

- Initiates a proceeding for the establishment of the necessary rules to implement the Legislative Decree, at the same time providing that the CSEA can open the Portal for the submission of self-declarations for the 2024 bonus as soon as the necessary developments have been completed, pending the conclusion of the proceeding itself.
