Opening of the portal for CSEA gasivorous enterprises: Decree of the Ministry of Ecological Transition M.I.T.E. No. 541 of Dec. 21, 2021

Opening of the portal for gasivorous enterprises. The Cassa per i Servizi Energetici e Ambientali C.S.E.A. has opened the portal for the collection of declarations and the establishment of the list of gasivorous enterprises, i.e., natural gas-intensive enterprises, for the accrual year 2023.

By January 16, 2023, it will be possible to enter, electronically on the C.S.E.A. website, the declarations aimed at obtaining the facilities.

By Feb. 18, 2023, the list will be finalized by the C.S.E.A. and the recognized natural gas-intensive enterprises will be divided into facility classes.

Only those enterprises that meet the requirements for the purpose of being classified as a gas company will be able to submit declarations aimed at obtaining the aforementioned facilities.

What are the parameters for a company to be classified as gasivorous?

• Average annual natural gas consumption equal to 1 GWh or 94,582 Sm3 per year (considering the Superior Calorific Value -PCS- of natural gas equal to 10.57275 kWh/Sm3);
• Ateco manufacturing code listed in Annex 1 of the M.I.T.E. Decree;
• In relation to Gross Value Added the gas intensity index is not less than 20%;
• As an alternative to GVA, positive gas intensity index determined, relative to turnover above 2%.

With the opening of the portal for gasivore companies, guaranteed access to facilities will be given to those companies with an active ISO 50001:2018 certification or, alternatively, those companies that commit to:

• Perform an energy diagnosis in accordance with ENEA guidelines;
• Carry out at least one efficiency intervention among those proposed in the energy diagnosis;
